I have to agree to Muad in this post, since you now have to spend time shooting at npc's to even run the timer you should defiently cut the timer in half. It gets boring when no one comes in to fight you and you need to sit there for a decent amou...

A HIC in low sec is actually pretty nice expecially when gate camping, can point anything and hold it with easy. Basically just a nice heavy tackle ship with average speed with a mwd fit, and can tank like a boss.
